The typical flowchart of any presidency goes like this: 1st term, they are controlled by the realities of re-election, thus they tend to be more risk-averse in their political calculations. During their second term, a potentially overly "independent" agenda is typically subverted by setbacks and political scandal. The oligarchs who really run the show would rather have an institutionally weak presidency where second tier functionaries (assist. secretaries and such) make the bulk of policy, while the president is largely a figurehead.
